The guys on Sky Sports are trying to figure it out still, but the video really looks and sounds like Palmer parked his Renault, turned the engine off, and then restarted it .
Current thinking is that either it was still running a little bit (?) or he somehow used the KERS as a starter.

F1 cars don't have onboard starters.

He restarted the ECU, not the engine.

It is my understanding that he made it back on electrical power. It's possible the engine died but the battery power and engine was never technically off.

mmmm interesting. I only follow f1 casually, but I thought I had seen them restart them before.

F1 cars have no starter or onboard, or a battery outside of the hybrid system. They typically require a massive team with lots of computers just to start them.
